How do I apply for college abroad?

I’m currently in the Philippines finishing K-12 education. After that, I’m looking forward to singapore college admissions. However, they need some kind of qualifications like International qualification or GCE O Level and I have no idea where to get those here in Philippines. I already searched google but it only shows other countries :// Can you help me, please? I’m about to finish K-12 education next year.
