Is this noise normal?

Recently decided to build my own pc after being o mac for ~15 years and the ps5 being bobbins. Finally got all the parts (minus gpu which I'm waiting on 5090) so built my pc on Friday and I've noticed a constant humming coming from my pc which I think is coming from my PSU (rm1000e) even when my pc is idle (like in this video).

I thought the psu was supposed to be quiet like advertised?
