[bug] raiders won't spawn in command bunker

I flip the switch every time, kill tons of pmcs, swarths of scavs, run around the bunker till 7 mins remains, beeline d2, repeat. And I've only killed 1 raider down there. I've been stuck on no place for renegades for months since pve released. Any tips?
