Arena: Phenomenal Evil is absolute D tier now

I don’t know who omplained so hard they put a 5 sec cd per spell on it? Max 10 ap per round makes it literally useless. Not even attractive for a veigar, malza or brand. They should’ve just put a 5 sec cd on DoT spells only…
