Some services in several areas apparently opening back up?

Saw a number of people saying that they've been given access again (places in England, AUS, U.S, Canada etc.), along with playing online/live service games. It looks as like things are slowly getting restored, though it seems it'll be a bit slower than the last outage some time ago.
