Slayer

Hello, need a hand, see online an NPC called Markus is outside the slayer tower giving out contracts? But i cant find him for the life of me? Is he in Old School Runescape or the newer version?

If not how can i get a contract for inside the slayer tower rather than from a slayer master around?
